Ok, well I’m sort of asking this for my parents. They have no money, my brother is a long time drug addict, who knows what drugs he’s doing now. He keeps stealing from my parents. They have kicked him out but he is living in his car in his friends driveway, which happens to be my parents neighbor, I think they told him he can’t go there any more too. He is 31 now and just cannot get his stuff together. He gets fired from jobs faster than he can get them. My brother was just arrested for stealing beer off of a beer truck, seriously, he’s in jail now for it. They aren’t pressing charges. But how are they suppose to get him any kind of treatment without money. My parents don’t want to be the ones to call the cops on him. They are going to if it is something big, he steals cigarettes and gas and credit cards to buy gas and also bums money from my Grandma that just can’t say no even though she has no money either. I’m starting to realize he’s basically homeless or going to be, he’s never shown an ounce of independence or responsibility. If he does have a job he spends the money on drugs, if he buys something real like an xbox he usually sells it eventually when he runs out of money. He’s been caught stealing at other peoples houses, and spent 2 years on probation for it. This just makes me sad. Is there any way to help someone like this?

Yes get a court order barring him from the property. Change phone numbers. And write him off.

First of all, you can not help an addict if they do not want to be helped. I am a recovering Heroin Addict myself and while I was in my active addiction I did not care about anyone or anything. I lied, stole and cheated. Addiction is a disease that affects not just the person, but the whole family. If you feel like you/your parents or whomever is struggling or is having a hard time dealing with the fact that there is an addict in the family, there are also treatment centers for family members of addicts. You can also try going to the meetings, which are similar to NA or AA meetings an addict would go to, but these meetings are for family members of an addict, they are called AL ANON meetings. There are many options for you and your family, trust me. No one has to go through this alone. The first step is to reach out for help.
As for your brother, I am sorry to say but there is not much you can do. He, on his own, needs to realize that he needs help. And when he is ready, he will ask for it. I wish you and your family luck.
